I wonder why you figure your help will not be welcome. Looking at the date you posted your reply I am curious why I have not seen it until now? Do you enjoy working on policies/guidelines? I see there is renewed interest in the topic on the WQ village pump recently. For example:

*Wikiquote:Village_pump#Quotes_published_in_social_media_that_were_deleted_by_the_social_media_platform

and

Wikiquote:Village_pump#Possible_big_change:_require_proof_of_notability_of_quote
