Talkheader Frequency

What is meant by "This template should be used only when needed. Acculturation can't be forced, and it can be overdone. If the message is on every talk page, its impact will be reduced"? What impact? Isn't the talkheader meant to inform users of the talk page rules and policies? Are we meant to only use it after a mistake has been made?
