• ‌@Koavf: The user tries to make the person in question famous by creating diverse pages in sister projects at the same time. He has used a different account in each project. The account that created this page is completely closed in three projects. What can be the insistence on creating a special page that has been deleted several times in different projects, other than identifying the person and writing a CV? This user is probably a backup of a user that was previously completely closed due to user threats. @Persia: He may create these pages as a kind of promotion of some fighter he likes but there's no rule against that. Do you have a proposal per Wikiquote:Deletion policy as to why this should be deleted? Your earlier speedy deletion tag mentioned Wikipedia policies rather than our local ones. Again, it's very possible that this is a sockpuppet account.
