Can this article be userified instead of deleted?

I don't understand all the rules on enwq regarding deletion, but some enwq-editors have spent volunteer time gathering information about this incident. Just wondering if userifying the page, which means that instead of it being available only to functionaries, it will be removed from mainspace, but still available to enwq-editors who do not have admin access?
