Pithy quote attributed to Kipling?
editI saw a pithy quote in a Washington Post comment thread, attributed to Kipling, that does not appear here - - - "Power without responsibility, the prerogative of the harlot throughout the ages."
However, this similar entry appears on the Tom Stoppard page - -

- This is a reference to a quote of Rudyard Kipling, "Power without responsibility — the prerogative of the harlot throughout the ages," which became widely known after being quoted by prime minister Stanley Baldwin in a speech of 17 March 1931.
But since it is not here, is this an un-quote, an error?
