A Beautiful Quote - But Romero Is Not Its Author

There exists a beautiful passage which is attributed to Romero on various websites. Here is a sample of it:

No statement says all that could be said. No prayer fully expresses our faith. No confession brings perfection, no pastoral visit brings wholeness. No program accomplishes the Church’s mission. No set of goals and objectives includes everything.

The full text, in probably its most authoritative online source, is here. The Wikipedia article on Oscar Romero says:

allegedly attributed to (but never spoken by) Archbishop Romero; can be used as a prayer for his cause [that is, Romero being recognized as a saint] and/or to him
