Difference is between a Global sysop and a Steward

Risto hot sir

Hi Praxidicae, you have reverted perfectly good edits to an article I am trying to build up on WQ. You did this here and here. You claimed that the The Users you have reverted are not blocked on Wikiquote, and their edits are very helpful. Why are you doing this? Why was User:Risto hot sir globally banned?
Before being globally banned Risto made almost 40 thousand edits at Wikiquote. I have looked at dozens of Risto's contributions and as far as I can tell they were always helpful. They was blocked on more than two different projects, and considered as cross wiki abuse. Then they will be globally locked. It's not a ban. They can contest it if they want. PAVLOV (talk) 04:23, 14 May 2022 (UTC)Reply

This user is global locked for his crosswiki abuse, and other sockpuppets of them all need to be dealt with the same method (reverting and locking). I'm also confused because a ban usually has m:Global ban steps. While m:Global lock is usually for LTA, cross wiki abuse and stuff like that. Not all people being global locked are banned.
