It is not clear where the quotation "Gandhi was a self-described philosophical anarchist, and his vision of India meant an India without an underlying government. He once said that ‘the ideally nonviolent state would be an ordered anarchy" comes from. It is found in Vojinovic and Abbott, but it is not the original source of the text. Going back to Wikipedia in October 2011 (https://en.wikipedia.org/w/index.php?title=Mahatma_Gandhi&diff=804729871&oldid=4581813210) that text can be found there, before the publication of Vojinovic and Abbott. The original source of that text does appear to be Wikipedia. Suspected poor citation or plagiarism
