Note: This IP's DNS entry, "216-164-203-90.c5-0.atw-ubr1.atw.pa.cable.rcn.com", implies it is a dynamically assigned cable-modem address. These are rarely reassigned so long as the user continues service, as the modem or connected device renews it regularly before expiration. Furthermore, the editing style and vandalism practices of w:User:216.164.203.90 and its usernames, established by Checkuser, leave no reasonable interpretation other than a single person behind the edits, the same person who repeatedly claims innocence and offers ever-changing excuses. Therefore, it is extremely unlikely that anyone else is using this address. Wikipedia sysops have an extended history of responding to unblock requests from this address, only to see vandalism recommence under associated usernames.
