This quotation is sourced. It is the beginning of the last paragraph of the text as published in Volume III of The World's Famous Orations (1906), reproduced in ([1]). It is also the inscription at the base of the rotunda at the McKinley Monument in Canton, Ohio, where he and his family are buried.
