(1) I may not have this quote exactly correct. (2) I do not know the name of the character. It's about fourteen-and-a-half minutes into the film. Perhaps this is the uncredited character that IMDb labels "Foul-Mouthed Frank."

Addendum: Having watched a little more of the film, I can confirm that this was indeed the "Foul-Mouthed Frank." Now all that's uncetain is whether I have the quote correct.
