The information on the circumstances of the comments (when and where they were made) is useful to the reader, and should be retained.

Jefferson made his comment as work was still underway on the U.S. Constitution. It is chronologically the first of the quotations, and should appear first. Likewise, Burke should be third; and Kołłątaj and Potocki, last in the "contemporary" series.
