Reason for the nomination:
This photo is a copyright violation because German State archives are not a copyright owner. The copyright owner is the Russian government since the photo was first published in the Soviet Union and the photographer is Fyodor Kislov (1899-?) which is proven in the author credit to him when the photo was published in Journal "Smena" №, 1939 (available at https://smena-online.ru/sites/default/files/01_-_1939.pdf on page 5). The date of death of author is still unknown.
